Investigate remaining reload specific hooks detection into arm and Aarch64 backend.

Description

Since AArch64 and ARM backends switched to the Logical register Allocator (LRA) in replacement of former old Reload pass, specific Reload hooks and/or constructions can now be removed (they were kept during the transition when both LRA and Reload were usable).

This is just clean-up and was really low priority. I'm not working on it and I think we can close it as "won't do" unless somebody cares about that.

The obsoleted hook is LEGITIMIZE_RELOAD_ADDRESS, it is already removed in ARM backend and the patch to remove it in AArch64 one was submitted a long time ago, but seems to have been forgotten (I pinged it).

After investigation, the last cleanup that has to be done is to remove the reload_in_progress checks, I've ongoing patches for that.
