Implement SYSINFO driver to access SMBIOS data (Type 1 to Type 4)

A SYSINFO driver for accessing SMBIOS data needs to be implemented, so that SMBIOS library can access the data via it.

This driver should provide the interface to get the value, string or a memory region from the hardware.

The hardware data is abstracted as private platform data and should be transparent to the driver user.
