Logging in as new user has inconsistent behaviour

Description

Logging in via CodeLinaro SSO for the first time on production:

  1. First time produced the “setting up user” modal but then nothing else. Refreshing showed everything correctly & user on Cognito had all of the required group membership.

  2. Deleted user on Cognito. Signed in again. This time no “setting up user” modal but no group membership either. Settings > Refresh token resulted in correct access
