DAOS External Builder Support - RPM based

Description

Offer upstream one VM for external builder RPM based CI.

Should be Rocky linux 8 or Alma Linux.

Currently, the Rocky linux 8 offers the cloud image for Arm64 but it is failed to boot on Openstack. Will do more investigation.
