DAOS openEuler Support on Arm64 Platform

Description

DAOS is the SODA foundation project and now it takes half of the IO500 players.

For now the build, test has already verified on Arm64 platform, but from community side they have not produced the packages for DAOS.

In order for the easily usage, the RPM/DEB support is quite essential. After syncing with upstream, we are agreed to processed this as one step of the Arm64 CI.

https://www.openeuler.org/en/ is the most popular open source operation system community, which has taken about 36.8% market share in 2023 in China. So it’s obviously that it is an very important OS, especially in the HPC/Enterprise area.

It is a purely RPM based operation system since 2020 and still under actively development. It is not Centos/RHEL based operation system, all things are rebuilt.

To make things more easier to track, will re-shape this Epic to DAOS openEuler support.

This work has been well aligned with DAOS upstream, openEuler SDS SIG and Hisilicon, out target is to make DAOS support openEuler. For easy control our process, we plan to:

Fix the build problem for DAOS on openEuler (STOR - 248)
Set up the RPM builder for openEuler on Aarch64 platform(STOR - 255)

The corresponding resources(The openEuler VM) are already supplied by openEuler community(only Aarch64, no X86_64).
