LTS-v2.8.25: mail and readthedocs update were not done

Latest LTS tag (LTS-v2.8.25) was created last Friday.

The job was this one:

But the mail was not sent, and the update of readthedocs was not done. See sub-jobs and .

After checking the tf-a-ci-scripts/lts/lts-release-mail.py script, the issue could be with the Change-Id lines check. On 2 patches at least, done by Github dependabot, there are 2 lines containing Change-Id. But this should be analyzed deeper.

I’ve merged a patch to resolve the issue. The job will now build the branch version to ensure it points to the latest tag.

Hi , there’s still an issue with it. However, since TFC-721 and TFC-655 are higher priority, I'm focusing on those for now.
