MCUboot API change needs to be coordinated across TF-M

Description

A small API change has gotten into the main MCUboot repository. This change needs to be coordinated across uses of mcuboot, including TF-M. The TF-M change, specifically, is causing various CI failures within the TF-M project. Track this work in testing and resolving the issues so that TF-M is able to use the new MCUboot API.

This has been coordinated with the mcuboot 2.0.0 release, along with the TF-M and Zephyr repositories, and should be included in upcoming releases.
