Add CMN related flags to the command line

DOD

  • add below flags to CMN GUI:

    • --dpc-ovf, --enable-dpc-overflow (bool)

    • --dtc-ovf, --enable-dtc-overflow (bool)

  • These flags are NOT mutually exclusive.

  • Default to OFF (not selected).
