Review Platform statistics for ACPI support

Agreed to tackle power management first.

Lorenzo - CPU Power management seems already solved but device power management seems tricky.

Jammy - Client PCs have big.LITTLE cores and might be missing the processor level management support.

Fugang - Find a reference platform with power management capabilities based on DT
