PR from AWS still has issues although updated last night. Now has merge conflict.
How do we get the non-pip tests to be run?

Some TF oneDNN/ACL unit test fixes are in upstream but have not reached a release point yet. So far TF is using release points for oneDNN and ACL. Will referencing a commit hash be acceptable?
Some fixes were merged into TF, in particular default will now be Eigen threads. Although this is currently performing worse it will at least more easily surface issues here.
Still waiting on script from Google to run through more models which is needed to show that the use of oneDNN does not adversely affect any downstream users.
