Embedded Controller for Arm platforms

Souvik - Looked at in the past. ACPI EC interface only supports Intel I/O Port Interface. No overlap b/w PSCI and SCMI. OEMs have their own custom solution to manage this outside ACPI EC. No push from OEMs to make it work for Arm platforms.
