[spec] #296 Extend /package/requirements with targets for device, board, and processor depend packs

EF: Model introducing hardware project concept and then adding specific conditions. Need to analyse this proposal.

RK: Need to introduce in steps. Initially reflect in specification.

HS: Need time to evaluate. Backwards compatible?

RK: Yes.

KD: Different targets - specifity of the pack would be less.

JK: If csolution finds a pack, does it check for requirements or is whatever is selected, loaded?

RK: If pack is excluded by target - let’s decide the mechanism and then the implementation.

JK: EF if you can take it back in your discussions it would be good.

DB: Not a new concept - just need to be consistent. For gcc -og is used in this case.
