2.12 rc-1 built and uploaded using new dual Abi docker container - all bits are in place for tensor flow io as well.

Google indicates they are waiting for final internal approval, likely later today. Looks like a 2.11 release as the same time, some tests are failing however and have been for a bit.

Have some openblas patches, colliding with project lack of process (contributor license & copyrights)

Issues about Arm Compute Library closed as won’t fixed. Making sure it’s ok

Tensorflow 2.12 is depending on a copy of llvm in the middle of a git sequence. Seem lax on LLVM and don’t align with releases. Usually scramble after they pull it in, more robust process needed.
