RK: Will always fill in the packs that are required in Keil Studio. Pack specification is a requirement to publish a project on Keil Studio Cloud. Can close the issue.
DB: Graham raised system defaults as a portability concern.
RK: This is valid and not addressed yet. Should maybe remove the cdefaults from the specification.

FR: With this proposal, we introduce a <csolution> tag in the pdsc to provide the list of layers ? Does it imply that a layer should be considered as an inpcomlete project by essence ?
RK: Layer is not limited to just the board.
